I can't seem to get that 21mm nut loose down inside the rubber mount. Does anyone have any suggestions?

where is the 21mm nut? is it the one with the tork inside the threads on top?

I usually use soem penetrating oil, and brute force. Hold the torkx bit inside the threaded part (bolt) and crack the nut with the 21mm wrench.
